I know what you mean and it is a good idea to choose 'This Is A Low' ahead of them. Though I also take jonathas point about 'Sing' being excluded.
I don't think there was a backlash - the singles from TGE were commercial and gave Blur airplay and TV well into 1996. They had a life in their own right - they appealed to passive buyers who didn't purchase the album. If TGE is seen as a disappointing album, this has been judged retrospectively and...
Back to Chemical World, I feel this song would have really benefited from NOT being a single. The weight of expectation on a song once it becomes a single means I judge it in a different way. Imagine 'Coping' or 'Fade Away' had been singles, I don't think there would be so much love for those songs...
